RSA Compliance for New Installations & Legacy Portfolios
Under Colorado state rules, all new retail EV charging devices installed after July 1, 2026, must be installed, tested, and officially placed in service by a Registered Service Agent (RSA) before they can operate commercially. For existing legacy infrastructure, compliance is phased—giving operators time to register by January 1, 2027, meet baseline labeling rules by July 1, 2027, and complete full RSA documentation and NTEP milestones by July 1, 2030.
